However, the winner of the Keystone State's 19 electoral votes may not be clear on election night.

State law does not allow poll workers in Pennsylvania to begin opening or counting mail-in ballots before 7 a.m. on Election Day Polling stations open for personal voting. More than two million voters in the state requested mail-in ballots for this election.

Many states allow workers to begin preparing mail-in ballots before Election Day, meaning votes can be counted more quickly.

“There are no evidence whatsoever that voter fraud is taking place — in whatever form it takes, which is widespread,” Al Schmidt, Pennsylvania’s top election official, told CBS News earlier this year.

Montgomery County Commissioner Neil Makhija said he expected The county will complete the vote count late Wednesday afternoon.

Bucks County Commissioner Bob Harvie, chairman of the county Board of Elections, made no prediction but said counting votes takes time.

“It will probably be next to impossible for us to finish on election night or perhaps even early morning after the election,” he said.
