Prosecutors also charged Chelsea with two misdemeanors: disorderly conduct/domestic abuse and possession of illegally obtained prescription drugs. According to the Marinette County Sheriff's Office, police received a call from Chelsea on September 10th.

The report said Chelsea told them nothing had happened and that everything was fine. The police asked what was heard in the emergency call. Chelsea then admitted that she got into a verbal argument with her boyfriend, Jacob Nelund.

Chelsea told police that Jacob was in the house with their son, who was born in October 2023.

“I tried to ask her more questions and you could tell Chelsea wasn't being honest at all,” police noted. “This was a repeat of what happened a few weeks earlier when I was at her house for a similar incident.”

The police arrested Chelsea. The officer found a meth pipe with meth residue in her bag. Police went in to check on the child's welfare.

Officers came into contact with Jacob. According to the report, officers found a marijuana pipe. He admitted to smoking a bowl. Police noted that Jacob had dilated pupils and “did not respond to any light.”

“His facial features were sunken and he was missing some teeth. His muscle tone was very stiff and it seemed like he was bending over, even though he wasn't. I asked him what other drugs he had taken today and he replied that he only smoked marijuana. Based on my training and experience, I know that marijuana does not have this effect on your eyes. “I have previously observed this type of impairment in someone who had smoked meth,” police wrote.

Police said Jacob admitted to having a verbal argument with Chelsea.

He said he locked himself in the bathroom while she knocked on the door. He showed police a video of the incident.

Jacob told police that he shared a child with Chelsea. Officers also noted that they observed Chelsea producing something from her buttocks area in the back seat of the police car.

Police noted: “I watched her for a while and she kept moving her hands and it seemed like she was digging either in her butt or her vaginal area. I opened the squad door and asked her what was on her or in her. She denied having anything and claimed that the handcuffs were starting to hurt her and that was why she was moving.”

She later admitted to having something in her bra. According to the report, Chelsea pulled out a black vial-shaped container and a clear plastic bag containing some white pills. “Inside the black vial was a white, crystal-like substance that I know to be meth,” the report states.

Chelsea said the other pills were Alprazolam. According to police, the meth weighed 18,050 grams.

When police entered the home, they said they found a horrific scene. “The inside of the house was disgusting; Throughout the house I saw spoiled food, dirty, moldy dishes, milk that smelled so bad it almost made me puke, dirty diapers, used feminine hygiene products, unclean underwear with feces and blood stains, and used razor blades on the floor.”

The officer continued: “The living conditions in the house were terrible. I looked in the bathroom and didn't find anything interesting. I then helped search the downstairs bedroom that belonged to Chelsea and Jacob. Deputy Veriha had found a used meth pipe and a gem bag with meth in it.”

An officer went into the child's room and found a blue box on the nightstand. He found several hypodermic needles in the box.

“Some of the needles were used and contained dried blood. I know that drug users often take advantage of such needs to inject or beat out meth into their arms.”

The report added: “Under a baby's bed I found a black and silver digital scale, some used gem bags with white residue and a sharps container containing more used and unused hypodermic needles. “In a pile of clothes I found one cut off and burnt straw.”

Another officer described the scene as follows: “There were numerous used hypodermic needles in the bedroom, which was apparently intended to be a children's room. Several of them were covered in blood. There were old apples, trash, random tools and butane bottles on the floor, all mixed in with (the child's) clothing.” During the search of the house, officers also found a meth bong and a meth pipe “that a small child would easily have can grab”.

The officer said Chelsea was “sweating profusely and was very nervous” throughout. The baby was sleeping in the house when officers went inside. Child Protective Services arrived on scene and facilitated the child's release to one of Jacob's friends.

The officer noted, “It appears that Jacob and Chelsea were more interested in their drug addiction than in providing a safe and clean environment for the baby.”

Police also found evidence suggesting drug trafficking at the home, including a possible one-pot meth cooking facility. Chelsea was arrested and later released on bail.

A few weeks later, on October 11, Chelsea was stopped by police while driving through the city.

The officer noted, “Chelsea did not look me in the eye and continued to stare directly over the steering wheel. I asked Chelsea where she was going tonight and at first she said she didn't know, then she seemed to catch herself and said “to friends.” I asked Chelsea who her friend was and she said she didn't know. I asked the passenger for his ID, but he didn't answer and kept looking straight ahead. Chelsea was visibly nervous, shaking, and her forehead was covered in sweat. I asked Chelsea if there were any illegal drugs in the vehicle.”

When questioned, police said Chelsea reached into her bag and threw a meth pipe toward a river.

The officer said she tried to throw it over a fence, but it hit the fence and bounced back. Chelsea was handcuffed. According to the report, Chelsea admitted to having something in her bra but wouldn't tell officers what it was.

Chelsea had a male passenger with her. Police searched the car and found “three used needles” in the center console.

“I asked Chelsea about the needles and it appeared they might be used meth needles. Chelsea acknowledged this could be the case, but insisted it was the passengers. Chelsea was taken to prison. The staff refused to admit her until she was medically cleared. Police then drove Chelsea to the hospital, where they removed the items from her bra.

“Chelsea removed a meth pipe, which I know from my training and experience to be a meth pipe, a pill bottle containing various pills, and a baggie containing a crystalline substance which I know to be methamphetamine.” , the report says.

Pills found included oxycodone, morphine sulfate pills and hydrocodone. Chelsea was arrested and charged with three felony counts: meth possession, bail jumping, possession of narcotics and other misdemeanors.

A hearing in both Chelsea cases is scheduled for next month.

On Saturday, October 19, Rosie, 62, broke her silence on Chelsea's arrest.

“Unfortunately, this is nothing new for our family – Chelsea has struggled with drug addiction for a decade – we all hope she finds a way out of this deadly disease,” the family said in a statement to O'Donnell In contact.

Rosie and her ex-wife Kelli Carpenter adopted Chelsea as a baby.

In 2015, Rosie pleaded for help after 17-year-old Chelsea went missing. A week later, New Jersey police located her at the home of a 25-year-old man. Rosie's representative said Chelsea has mental health issues and has stopped taking her medication.

When Chelsea turned 18, she decided to move out of Rosie's home. She decided to move to Wisconsin to be near her birth mother, Deanna Micoley.

Chelsea claimed Rosie kicked her out of the house. She denied suffering from mental health issues but admitted to previously struggling with anxiety and depression.

At the time she said: “It really hurt to say I was mentally ill. People think I'm a crazy person, and like I said, I have depression and bad anxiety – but it's something that's gotten very better.”

In 2016, Rosie and Chelsea were spotted together after seemingly working out their issues.

That same year, it was reported that Chelsea was admitted to a hospital on Long Island for a psychological evaluation. Chelsea married a man named Nicholas Alliegro in October 2016. The couple separated in 2018.

Chelsea has four children: daughter Skylar Rose, born in December 2018, daughter Riley, born in January 2021, daughter Avery Lynn, born in February 2022, and son Atlas, born in October 2023.
