Repeal of citizenship requirement for police, fire under Denver ballot measures

DENVER – Most Denver voters have probably heard about ballot measures designed to help Denver Health and create more affordable housing. But there are other local measures on the ballot, including several proposed by the Denver City Council that would change city charter.

Referred Question 2T would remove the citizenship requirement to work as a police officer or firefighter in Denver.

“We’re just seeing fewer people applying overall,” said Denver City Councilwoman Jamie Torres. “That’s why we should open these doors to anyone who is qualified and meets all the standards to serve.”

Torres says if 2T is passed, new immigrants would be ineligible to serve because they don't have work permits and don't meet language requirements.

But it would provide an opportunity for others.

“This would open career paths for immigrants who are lawful permanent residents and may be DACA recipients to serve in our fire department or a police department if they so choose,” Torres said.

She said Denver police and fire departments supported the change.

“We actually have a lot of community members who would like to have this opportunity,” Torres said. “You’re a long-time resident of Denver. They grew up in our community. They may even be on the path to citizenship but haven’t gotten it yet and want to be able to start that career.”

Referred Question 2S would elevate the Human Rights and Community Partnerships Agency to a Cabinet-level position in the Mayor's Administration.

Torres says this would protect the agency and ensure its mission to protect basic human and civil rights can continue.

“No future mayor could remove it, eliminate it or dismantle it,” Torres said.

Referred Question 2U would expand collective bargaining for city employees.

“The only people who have this right now are sheriff’s officers, fire officers and police officers. This would allow other groups in the city to form unions and bargain collectively,” Torres said.

Referred Question 2V would allow firefighters to turn to arbitration, like police and sheriffs, if they cannot reach an agreement with the city over their pay and benefits.

“Basically, a judge or hearing officer makes a decision based on the facts presented to them,” Torres said. “It’s faster, it’s more decisive, it’s more efficient.”

Finally, Question 2W deals with the salaries of elected officials.

Currently, the City Council must vote on all salaries of elected officials every four years. 2W would change that.

“This would mean automatic approval of these salaries,” Torres said. “And it’s always based on a formula. It is never more than what city employees have already received over the past four years.”

A simple majority is required to pass the ballot measures.
