Can you register to vote on Election Day? Harris County clerk answers voter questions before polls close in Texas at 7 p.m

HOUSTON, Texas (KTRK) — Election Day is finally here, and while the chances of knowing a clear winner on Tuesday night seem slim, there are still plenty of reasons – and time – to cast your vote in Harris County.

More than 1.2 million people voted early in Harris, the third-largest county in the U.S. and the largest in Texas, said Clerk of Court Teneshia Hudspeth.

As of 10 a.m. Tuesday, more than 85,000 voters in Harris County had cast their ballots, Hudspeth added.

If you have yet to vote, here's what you should know before you go to the polls.

Where can I vote in Harris County?

All 700 vote centers that were available during early voting will also be open to voters on Election Day.

“Harris County voters should know they can go anywhere. Similar to early voting, you can choose any voting center that is most convenient or close to you,” Hudspeth explained.

Polls are open until 7 p.m. and you cannot be turned away while you are already in line.

In fact, Hudspeth expects a rush between 5 and 7 p.m., when people get off work, and figures that because of these evening lines, it might not be until 9 or 10 p.m. before all the voters are ready.

“We're going to take so much time at these vote centers to get all these voters elected, so buckle up because it's going to be a long night,” Hudspeth said, adding that you can get real-time information over the lines at harrisvotes.com can.

What should I know before I go?

Find out which voting centers are near you and find your sample ballot as there are between 50 and 70 contests to choose from.

Acceptable identification is also important.

If you have any questions, you can also call the Harris County Elections Department at 713-755-6965.

Can I wear anything that supports my candidate?

There's a lot of enthusiasm for doing your civic duty, but leave the campaign gear at home.

Voters are not permitted to wear campaign shirts, ball caps, pins or other election items within 100 feet of polling stations. So cover them or turn them over.

What can I take into the cabin?

You can take written materials such as a sample ballot or voter guide, but you are not allowed to use your cell phone, cameras or recording devices within 100 feet of polling stations.

What happens if I have a mail-in ballot that I'm still keeping?

Well, today is the day that counts.

If you have your ballot, you can actually take it to the Harris County clerk's office at 1001 Preston in downtown Houston, Hudspeth said.

But don't just drop it and run away. It must be the actual voter accepting it and you must provide ID.

You can also go to a vote center, drop off the mail-in ballot and vote in person instead.

Are there any problems so far?

According to Hudspeth, there were no major problems.

While Texas Southern University reported power outages on Monday, it did not impact the voting center. Additionally, Hudspeth told reporters she spoke with TSU on Tuesday and determined the university was not experiencing any power issues.

Elsewhere, there were brief outages in some centers, but all machines were backed up by batteries, Hudspeth said.

“Nobody stopped voting today and all of these vote centers had power back on within minutes,” she said.

She did not name the affected locations but said some problems were expected due to the wind and rain in the morning. Still, no generators were shipped.

Hudspeth said 60% of Tuesday's service calls came from election judges who needed help before voting centers opened. Forty percent of the calls came from voters wanting to check the status of their voter registration.

Questions about preparation are no surprise.

The county has been heavily criticized for its election process in the 2021-22 election cycle. County election officials did not follow state-mandated rules for maintaining voter registration rolls, did not adequately train poll workers and failed to estimate and provide the required quantity of ballots, according to an audit.

This time, Hudpseth said Tuesday, they were overstocked on supplies, from documents to extra machines. There are also 12,000 election workers on site.

Is it too late to register to vote in Texas?

As a reminder, the county clerk does not handle voter registration.

That honor belongs to the tax collector and voter registrar. In Harris County, that's Ann Bennett.

In short: Yes, it is too late to register for this election.

You must be registered to vote at least 30 days before the election date.

However, you can easily check your registration status online.

There is no online voter registration in Texas.

How long will this all take?

Great question. I hope you don't take bets.

We know that Harris County will be counting votes from its headquarters.

According to state law, counting cannot begin until shortly after 7 p.m., when the polls close. This includes early in-person voting and, depending on the size of the county, mail-in ballots that have already been received.

Election Day results could take a little longer because ballots need to be transported to their county's central counting station.

State law requires election results to be sent to the state 24 hours after polls close, allowing staff to count ballots by Tuesday evening and Wednesday morning.

We'll probably know who wins in Texas either Tuesday night or Wednesday morning.

In the national presidential race, it's a different story.

Remember, President Joe Biden was not declared the winner until the Saturday after the 2020 election. It all depends on how close the race is in key battleground states and how long it takes those states to count their mail-in ballots.
