The NCAA is pushing to change the 12-man penalty this week after Oregon intentionally used the penalty

“We spend an inordinate amount of time on situations and some situations don't come around very often in college football, but we've obviously been working on that,” Oregon coach Dan Lanning said of the 12-man penalty Monday night. “You can see the result.”

Previously, the Rules Committee has responded to incidents like Saturday's by issuing midseason interpretive bulletins. The bulletins are intended to give officers advice on how to assess the next call. Changes are intended to discourage coaches from further exploiting the penalties or rules.

A formal rule change can only be made during the off-season process.

With just six seconds left after the 12-man penalty, Ohio State's quarterback scrambled out of the pocket and slipped too late for the Buckeyes to call a timeout. Oregon escaped with the win and moved up to No. 2 in the AP Top 25.
